'Sweet game'
Mary Prior KC, presenting evidence, outlined Ruben's offending to the judicial body.
She explained his victims were disadvantaged youngsters who were attending a youth camp which he operated.
The defendant engaged in a "sweet game" with the minors, the legal counsel said, in which he would enter the sleeping quarters when they were settling down and ask them to ingest treats "as fast as possible".
She informed the proceedings the defendant had engaged in this activity with the young males "over an extended period", and children had previously become sick the following morning.
She explained the man had been successful in rationalizing this over a long period as the youngsters being "overwrought by enjoyment", until his stepchild had concerns in July 2025.
The legal representative stated further: "Recently" his stepchild had concerns about the activities, for good reason.
"They decided to examine in the man's possessions."
The prosecutor explained materials including infant oil, ointment and injection devices were discovered, and his stepchild notified the police about his concerns.
She stated Ruben went on to conduct the "candy game" with six boys that evening - July 26th - and they were all ill the next day.
"Authorities" had not gone out by that point," she stated further.
The regulatory agency, the police conduct office, previously told that it was investigating the police response of the incident.
The legal representative said the youngsters were unable to walk properly due to their sickness, so the stepson notified the law enforcement a second time.
She stated Ruben then played the "sweet game" in a area of five youngsters.
